Neighbourhood planning

Neighbourhood planning gives communities direct power to develop a shared vision for their neighbourhood and shape the development and growth of their local area.

South Bank and Waterloo

On 10 February 2014, the Cabinet approved the designation of the South Bank and Waterloo Neighbourhood Forum and Area in Lambeth. Formal consultation on the combined application took place for a period of six weeks from 17 October to 28 November 2013.

On 19 February 2019, Lambeth re-designated the South Bank and Waterloo Neighbourhood Forum. Formal consultation on the re-designation application took place from 23 November 2018 to 11 January 2019.

South Bank and Waterloo Neighbours submitted their Draft Neighbourhood Plan to Lambeth and Southwark on 19 June 2018. Both authorities considered the legal compliance of the submitted documents and made a decision to proceed to publication and examination. View the Lambeth decision taken on 18 October 2018. The neighbourhood plan was published between 8 November and 20 December 2018.

Mr Christopher Lockhart-Mummery QC was appointed to undertake the independent examination of the draft South Bank and Waterloo Neighbourhood Plan.

Mr Lockhart-Mummery provided his Examiner’s Report (PDF, 248KB) to Lambeth and Southwark councils and SoWN on 28 May 2019.

On 3 July 2019, Lambeth made the decision to accept all of the Examiner’s recommendations to modify the draft neighbourhood plan. It was agreed that subject to these modifications, the draft neighbourhood plan should be sent to two referendums: one for residents and one for businesses.

The two referendums relating to the making of the draft South Bank and Waterloo neighbourhood plan were held on Thursday 24 October 2019. The results of the residential referendum can be found on the election results pageThe results of the business referendum can be found on the election results page.

The Neighbourhood Plan was formally made (adopted) by Lambeth Council’s Cabinet on 16 December 2019. The Neighbourhood Plan was published on 15 January 2020.
