The Mayor of London’s CIL
Since 1 April 2012, the Mayor of London introduced a Mayoral Community Infrastructure Levy (CIL) to help fund Crossrail - the cross-London railway project. Lambeth collects the charge in the borough on behalf of the Mayor.
From 1 April 2019, the Mayor of London adopted a new Mayoral CIL charging schedule (MCIL2) which will generally apply to all development across London that has been granted planning permission from 1 April 2019. MCIL1 rates (£35 per square metre in Lambeth) will continue to apply to all development that has been granted permission prior to 1 April 2019.
Where a development has express permission to be constructed in phases, the Mayoral CIL rate to be applied will be determined by the date when a pre-commencement condition has been discharged or the date of approval of the final reserved matter for outline planning permissions. Where there are no pre-commencement conditions to discharge, the Mayoral CIL rate to be applied will be determined by the date when planning permission is granted.
In Lambeth, the MCIL2 rate for most types of development, including residential, is a flat rate of £60 per square metre. However, in Lambeth's CIL Charging Zone A (Waterloo and Vauxhall Nine Elms), there will be different rates for office, retail and hotel developments. For office, the charge is £185 per square metre. For retail, the charge is £165 per square metre. For hotels, the charge is £140 per square metre. Education and health facilities will continue to be exempt from Mayoral CIL.
Liability for Mayoral CIL will be calculated at the same time as that for Lambeth CIL, and is payable at the same time.
