The proposal
We are seeking your comments on the introduction of a Personal Carers Permit.
It is proposed to introduce a Personal Carers Permit for carers who are not part of Lambeth Domiciliary care providers, are paid directly by the cared for person, and who are friends or family members not living at the same address of the cared person, can apply for the Carers Permit.
The permit would be for friends or family members who must visit a resident who needs to be cared for due to their vulnerability relating to age, mental or physical capacity as well as women requiring antenatal and/or postnatal care.
In addition to the appropriate evidence required you will be expected to fill out a declaration form by the cared for persons social worker or GP.
Carers will be able to purchase a permit for 3, 6- and 12-month durations.
There will be a 3-hour maximum stay on the permit. It will also only be valid for the controlled parking zones where they are providing care.

In line with all other permit types, a £40 diesel surcharge per annum will also be applied to any vehicles which do not meet the Euro 6 standards.
There will be a maximum of two permits issued per household.
The permit will be vehicle specific.
Background information / Purpose of consultation
Carers such as family and friends and carers who are not NHS staff or who are paid directly by the cared for person do not currently qualify for the existing Lambeth Health Care Permits.
Currently carers such as family and friends are advised to purchase visitors’ vouchers for their address, which can then be provided to carers when they arrive. Alternatively, carers can park in Pay by Phone bays and pay by the hour whilst they are undertaking their duties as a care giver.
A key issue with the Pay by Phone bays, is that these are not available on some residential streets, particularly in the older CPZs, which are further away from the local shops.
The personal carers permit relates to the Borough Plan’s ambitions of increasing community resilience and promoting care and independence by reforming services.
We are therefore proposing to introduce a Personal Carers Parking Permit to park in Lambeth. The permit will be provided to carers who are not a Lambeth Domiciliary Care provider or who are friends and family providing care for a Lambeth resident.
Next steps after consultation closes
Once the consultation has closed, responses will be analysed, If a decision is taken to proceed with the permit by the council, it will be before the end of Summer 2021.
