We want your views on our proposals to make changes to the boundaries of the Brockwell Park Conservation Area and on the draft Brockwell Park Conservation Area Character Appraisal. The consultation runs from 30 November 2020 to 11 January 2021. Please share your views with us by email.

The Planning (Listed Buildings and Conservation Areas) Act 1990 defines conservation areas as ‘areas of special architectural or historic interest the character or appearance of which it is desirable to preserve or enhance’. The Act requires Local Planning Authorities (LPAs) to revisit conservation area designation ‘from time to time’.

There are currently 62 conservation areas in the borough. Conservation Area designation brings with it controls over the demolition of some structures, restrictions on the exercise of some permitted development rights and control over works to trees. The Council can remove further permitted development rights in conservation areas through the making of Article 4 directions if it is considered expedient to do so for the proper planning of the area. Character appraisals describe what makes a conservation area of ‘special architectural or historic interest’. It is considered good practice to have a character appraisal for each conservation area. The Council has a rolling programme for the preparation of character appraisals and at present around half of Lambeth’s conservation areas have one. As part of the process of reviewing conservation area designations from time to time, the Council may revisit the boundaries of conservation areas when preparing character appraisals.

Proposed boundary changes

  • Dulwich Road - Inclusion of numbers 70 – 74 Dulwich Road. These properties are currently an island of undesignated CA between Brockwell CA and Brixton Water Road CA. In order to unify the CA boundary it is proposed to include them in the Brockwell Park CA.
  • Dulwich Road / Railton Road – Inclusion of the largely commercial properties at the southern end of Dulwich Road and Railton Road in the locality of the railway station. Inclusion of numbers 101 – 115 Dulwich Road, 117 – 133 Dulwich Road; and 135 – 153 Dulwich Road, numbers 200 – 240 Railton Road; and numbers. 289 - 327 Railton Road, Herne Hill Railway Station, the railway viaduct and the Lambeth (north) half of the railway bridge spanning the road known as Herne Hill.
  • Norwood Road - Inclusion of the Lambeth (south) half of the railway bridge spanning Croxted Road and number 249 Norwood Road. The ornate iron railway bridge is locally listed and currently adjoins the conservation area boundary.
  • Norwood Road – Inclusion of number 249 is to address a current anomaly where the conservation area boundary currently runs through the centre of a pair of semi-detached pair of houses. Number 247 is currently in the conservation area and number 249 is not. It is proposed to address this anomaly by including number 249 within the conservation area.
